Earlier Windows setup mostly had a CD/DVD involved, but with the time we have moved to USB drives. Percentage of HRA in 7th pay commission after cabinet approval

The Pay commission has recommended HRA should be rationalized by using the factor 0.8 which is used for rationalising the percentage based allowances. The 7th CPC recommended 24 percent, 16 percent and 8 percent of the Basic Pay for Class X, Y and Z cities respectively. The Commission also recommended that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent
The cabinet committee reviewed the recommendations on Allowances and they are not able to give a decision over the Allowances. Hence the Union Cabinet  decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on Allowances. And it is said that the Committee will complete its work in a time bound manner and submit its reports within a period of 4 months.

"Not Acceptable" : Confederation. Threatens to advance strike to July 4



The Confederation of Central Government Employees stated that the 7th Central Pay Commission implementation in current form is “not acceptable” in view of the prevailing economic conditions. It has also threatened to advance by a week an indefinite strike to press their demand for revising the hike.

“In the prevailing economic conditions, the proposed hike as per the Pay Commission is inadequate. It is not acceptable to us,” M Duraipandian, General Secretary, Confederation of Central Government Employees and Workers, Tamil Nadu, said.

Seventh Pay Commission Hike Approved: What It Means For You

The Seventh Pay Commission's recommendations were approved by the Cabinet today. The Seventh Pay Commission has recommended a 23.55 per cent rise, effective January 1, 2016 - which will impact 47 lakh central government employees and 52 lakh pensioners.

A point to cheer - One Rank, One Pension (OROP) for all civilian employees


Despite a lot of complaints, there is one thing that the employees can cheer about. It is the fact that the Seventh Pay Commission has recommended One Rank, One Pension (OROP) for all civilian employees, which the government should have accepted.  This means that employees retiring after putting eligible service from the same cadre get same pension irrespective of when he has retired. 

Currently an employee receives 50% of his last drawn salary as the pension. This pension is then increased every year to account for inflation.  However an employee retiring from the same post after a few years would likely draw a far higher pension than the first person as his salary must have increased i.e. due to the next pay commission. OROP will eliminate this difference. 

This move can ensure that the pensioners can lead a descent post-retirement life.

7th Central Pay Commission Implemented – Highlights

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the implementation of the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.   It will come into effect from 01.01.2016. 
In the past, the employees had to wait for 19 months for the implementation of the Commission’s recommendations at the time of 5th CPC, and for 32 months at the time of implementation of 6th CPC.  However, this time, 7th CPC recommendations are being implemented within 6 months from the due date. 
The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year.  
The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

The Cabinet is likely to take up Seventh 7th Pay Commission recommendations for government employees on June 29.
Implementation of new pay scales recommended by the 7th Pay Commission is estimated to put an additional burden of Rs 1.02 lakh crore on the exchequer annually.

  • One of the most commom report in every month we will generate is to know the number of live accounts in a particular SOL ID.
  • Generally in DOP Finacle for generation of previous day's reports and statistical reports Infy is maintaining separate server which is known as MIS Server.
  • MIS server is nothing but Reports Server which has lot of reports which every one can go through by invoking the menu HFINRPT and view the reports available for the users.
  • MIS server is very important for SBCO staff as they need to verify the reports which are received from the PO's with the system generated LOT. Hence MIS server is very important for report generation.

Pay Hike: Cabinet May Approve 7th Pay Panel Recommendations This Wednesday - News 18


New Delhi: Prime Minister Narendra Modi on Monday directed the Finance Ministry to implement the 7th Pay Commission recommendations, results of which could be termed as a huge bonanza for lakhs of government employees.

The move will be cleared in the Cabinet meeting which will take place on Wednesday.

A total of 98 lakh employees -- 47 lakh central government employees and 52 lakh pensioners -- will benefit from the move.

The employees are likely to get a hike of 15-20 per cent.

The implementation of the new pay scales is estimated to put an additional burden of Rs 1.02 lakh crore on the exchequer in 2016-17. Subject to acceptance by the government, it will take effect from January 1, 2016.

Point 1: The main base for the non-accessibility of the Finacle server, is either with the Main server capacity or the programming done by the Infosys. Bandwidth alone is not the reason for the slowness in Finacle. So,server as in Railways has to be installed. If necessary post offices across the country may be divided into four zones and one server for each zone with inter accessibility may be installed. The bandwidth for single handed and other S.Os should be increased. To overcome the existing problem additional servers shall be provided to bear the load.

Reply : Since start of June 2016, performance of Finacle availability has shown considerable improvement. Option of adding additional Servers are also examined at Directorate level.

Modification in 7th Pay Commission report needed – Massive Rally and March to Parliament organised by NJCA – 20,000 Central Government Employees participated.

A massive parliament march and rally of about 20000 Central Government Employees was held at Jantar Mantar, New Delhi on 24th June 2016. The rally was organized by National Joint Council of Action (NJCA) of Central Government Employees comprising Railways, Defence, Confederation and Postal organizations demanding modification in the recommendations of 7th Central Pay Commissions including minimum wage and fitment formula. Other demands are scrapping of New Contributory Pension Scheme, No FDI in Railways and Defence, Grant of Civil Servant status to Gramin Dak Sevaks, filling up of vacancies, enhancement of bonus ceiling, No outsourcing, downsizing, contractorisation and corporatisation etc.
The NJCA had already given strike notice to Government on 9th June 2016. The Modi Government is not ready for a negotiated settlement with the staff side. The rally called upon the entirely of Central Government employees to intensify the campaign and preparations and make the strike a total success.

General Post Office in Indore to start selling Gangajal


INDORE: Implementing PM Narendra Modi's plan to supply Holy water of the Ganga across the country by post, the General Post Office in Indore has geared up to start the sale of water of river Ganga (Gangajal) from July 4.

The packaging of the water will be done in Rishikesh and Gangotri, Uttarakhand and it will be distributed across the country from the Delhi nodal office if Indian Post.

The scheme was rolled out by telecom minister Ravi Shankar Prasad, on May 30 while speaking about the achievements of NDA government after two years in office. As the next step of the scheme, Gangajal will be delivered to every home by the Indian Post.

For the past few days some News Agencies belongs to TV networks are blabbering about 7th CPC Minimum Pay and Implementation.
They repeatedly claimed that Empowered Committee recommends 30% Increase in minimum wage. Thus Minimum Pay will be increased from 18000 to 23400 and highest pay will be increased from 250000 to 325000.
They actually exposing their ignorance by saying 30% increase will increase the Minimum Pay to 23400/-

This is the first indication from a Staff Side Association on the possible implementation of 7th Pay Commission before 11th July 2016, the day from which indefinite Strike has been announced by all constituent member associations and unions of NJCA, the joint body which is negotiating with Govt on revision of 7th Pay Commission recommendations.
The Confederation of Central Government Employees and Workers, Karntaka Branch reports that Finance Ministry is in the job of calculating the financial implications as a result of increased pay and allowances over and above recommended by 7th Pay Commission. As per the report of one of the largest federations for Central Government Employees the focus of finance ministry is now in the following areas:
1. Increase in Minimum Wage.
2, Revision Fitment Formula recommended by 7th Pay Commission.
3. Two increment on promotion.
4. Increment in 1st January and 1st July as against uniform increment date viz., 1st July.
5. Grant of advances which are proposed for abolition by 7th Pay Commission.

One transaction of one (set of) investor(s) should result in only one certificate in e-mode or one entry in the passbook on one day. So issue of certificate need not be dependent on the availability of pre-printed certificate of the appropriate denomination.

Postal Directorate vide letter No 25-11/2016-FS-CBS dated 21.06.2016 has issued detailed instructions regarding the steps to be taken for smooth functioning of POSB operations and prevention of frauds in CBS Post Offices. Following are the instructions.

1.          Staff working on CBS should not share password with any other official of his own office or CPC officials or CEPT Team members or any other person. Administrative Officers should take stringent disciplinary action against staff who have been found sharing password.

2.        It will be duty of Postmaster/SPM/APM/ to get user IDs of those officials who proceed on leave/deputation etc. disabled.

The Indefinite Strike Called by National Joint Council of Action from July 11th will play a vital role to determine the fate of the 7th Pay Commission. The amount of pressure exerted on the Government through this agitation may change the Govt Views over Pay Commission.
It is evident that the present NDA Government is not in favour of Bapus. And the Public opinion about Government Employee’s attitude and work Culture is too not in favour of CG Employees. So it is now the unity among Central Staffs and their undisputed faith over Unions, Staff Associations and Federations only will get them expected results.
At this juncture, somehow, the call for Indefinite Strike is a timely decision taken by NJCA and it is the only weapon, through which the powerless Central Staffs can intimidate the Government to do Justice for them in respect of Pay Revision and Improving Service Conditions.
That is why Federations are keep on telling the CG Staffs to be prepared for Indefinite Strike. They are, however, alarming the affiliated unions to be vigilant about the rumors about 7th Pay Commission. They informed that Social Media and Some News Agencies are publishing the false news which may deteriorate the Spirit of Govt Servants.
The Success rate of agitation Programs to be conducted by NJCA in order to prepare the Central Government Employees for Indefinite Strike will be the Pressure indicator to the Central Government to take decisions on 7th CPC issues and Pending demands prior to the Strike.
The Indefinite Strike is a well-defined and calculated move by NJCA to give the pressure to the Central Government as the Govt is reluctant to address the issues of CG Staffs and implement the 7th CPC recommendations.

  • To return the unsold stock of KVP and NSC certificates and to stop Pre-printed certificates Directorate issued SB order No 04/2016.
  • Unsold stock of NSC and KVP certificates should sent from each sub office to its corresponding HO.
  • Once unsold stock of all SO's received at HO, then HO will return unsold stock of HO and its SO's to CSD.
  • Once Unsold stock of all HO's received at CSD then CSD will return the stock to ISP Nasik.
