Giving small relief to tax payers, Finance Minister P. Chidambaram on Thursday announced a tax credit of Rs 2,000 for persons with income up to Rs 5 lakh.
The proposal, he said, will benefit 1.8 crore tax payers entailing a revenue sacrifice of Rs 3,600 crore.
The other slabs and rates have been kept unchanged in view of constrained economy, he said.
“In a constrained economy, there is little room to raise tax rates or large amounts of additional tax revenues. Equally there is little room to give away tax revenues or the tax base. It is time for prudence, restraint and patience,” Mr. Chidambaram said.
However, he said: “I am inclined to give some relief to tax payers in the first bracket between Rs 2-5 lakh... I propose to provide tax credit of Rs 2,000 to every person who has a total income of up to Rs 5 lakh. 1.8 crore taxpayers are expected to benefit, to the value Rs 3,600 crore.”
As per the existing slabs, tax on income from 2 lakh to 5 lakh is at 10 per cent, up to Rs 10 lakh at 20 per cent and above 10 lakh at 30 per cent.
In the Budget proposals for the next fiscal, Mr. Chidambaram proposed a surcharge of 10 per cent on persons with income of over Rs one crore. The proposal will cover 42,800 individuals and tax entities.
“Even an moderate increase in the level of threshold exemption will mean that hundreds of thousands of taxpayers will go out of the tax net and tax base will be severely eroded,” he said.
KPMG (India) Tax Partner Parizad Sirwalla said: “The overall slabs and tax rates remain same in view of the objective of widening tax base and increasing tax compliance.”

The Best Photo Sharing Websites

Online portfolios for hobbyists and serious photographers provide sharing options that eliminate the tedium of sending your photos by snail mail. Uploading your pictures to a photo-sharing website not only gets them out of the camera but also provides a safe place to back up your treasured memories. The best photo-sharing sites also make it easy to upload from mobile devices and to publish your photos on blogs and social media sites. Many of the best sharing sites offer free accounts with storage limits and paid accounts with upgraded features.
The Best Photo Sharing Websites thumbnail

  1. Flickr

    • Now owned by Yahoo, Flickr accounts are automatic for Yahoo Mail users. Those who don’t have Yahoo accounts can register with an email address or an existing Facebook or Google account. Flickr members with free accounts can upload up to 300MB of media per month, which includes a maximum of two videos. A Flickr Pro account offers unlimited storage for a nominal yearly fee. Flickr users have access to basic photo-editing tools for uploaded pictures only through Picnik, a photo-editing service. When Picnik closes down in April 2012, Flickr members will need third-party tools to edit photos in their accounts.
With Flickr’s privacy options, you can restrict who views your photos and prevent unauthorized downloading. Flickr supports uploads by email and from popular mobile phone platforms, including Android, Blackberry, iPhone and Windows 7. It has a desktop application and provides integration with programs such as Aperture, iPhoto, Picasa and Windows Live Gallery. Alexa’s list of Top 50 websites by traffic ranks Flickr.com as number 37 in the U.S. and 47th globally. Flickr is the only photo-sharing website in the Alexa Top 100.

Risk of Email Attachments

Many people use email to communicate on a daily basis. It has many advantages over traditional, posted mail, including speed and the ability to write to several people at once. Email also allows users to send files in the form of attachments. These files can include family photographs or documents for your job. Email attachments may harbor more vicious content.

Risk of Email Attachments thumbnail
Email allows us to communicate efficiently, but also can expose you to unwanted risks.

Identification

  • Your email provider, such as Hotmail, Yahoo! Mail or Gmail, or the email client you use, such as Outlook or Thunderbird, should alert you when an email has an attachment. Look for a paperclip symbol next to the subject or an attachment list.

Prevention

  • You can prevent suspicious or malicious email attachments from wreaking havoc on your system by installing an anti-virus program that scans your incoming email. Norton, McAfee, BitDefender and Avast! are just a few of the many options for anti-virus software. Browser-based email providers, such as Hotmail, Yahoo Mail and Gmail, have an in-house scanner that tests attachments before you open them.

A digital afterlife

A new application, will soon allow users to keep posting Twitter updates even from beyond the grave.
The app independently uses intricate knowledge of a person’s online character to create a virtual continuation of their personality after death. “When your heart stops beating, you’ll keep tweeting,” says the new application’s tagline.
To be launched in March, the app, called ‘LivesOn’, uses Twitter bots powered by algorithms that analyse your online behaviour and learn how you speak, The Guardian reported.
It will keep on scouring the Internet, favouriting tweets and posting the sort of links you like. “It divides people on a gut level, before you even get to the philosophical and ethical arguments,” said Dave Bedwood, creative partner of Lean Mean Fighting Machine, the London-based ad agency developing the app.
“It offends some and delights others. Imagine if people started to see it as a legitimate but small way to live on,” Mr. Bedwood said.
The growth of “digital legacies” is already throwing up legal and ethical issues .
Social networking website Facebook has already gone to court to oppose the idea that families can force it to hand over data, the report said. People who sign up for LivesOn is asked to nominate an executor who will have control of the account.

Manually Repair Windows 7 Boot Loader Problems

f you’re having boot problems on your Windows PC, it’s often helpful to repair the MBR (Master Boot Record) to restore the Windows 7 boot loader—and you can do it easily from the Windows installation disc.
This is generally most useful if you’ve broken something and there’s a boot loader error, or if you have made the mistake of installing an older version of Windows on the same PC that already has Windows 7 which wipes out the boot loader.
Note: If your PC starts booting into Windows but fails, you should probably try using Safe Mode instead.

Boot From the Windows Install Disc

The first thing you’ll need to do is boot off the install disc, and then click through until you see the “Repair your computer” link in the lower left-hand corner.

You’ll need to choose the correct installation of Windows and then click the Next button.

And then you’ll get to the System Recovery Options screen, where you can get to the Command Prompt.

India Post plans to enter banking businsess

The Indian postal department plans to enter the banking business with RBI deciding to grant new bank licences to entities with credible track-record.

Sources said the Department of Posts, which a strong foot print in rural areas, has appointed Ernst and Young as consultant for proposed 'Post Bank'.

"Ernst and Young is expected to submit detailed project report by April 2013, after which all necessary measures will taken up to apply for banking licence," a source at Ministry of Communications and Information Technology said.
Sources added that Department of Post (DoP) may need Cabinet approval for setting Post Bank of India.

The Reserve Bank of India on Friday issued the much-awaited guidelines for new banking licences. Among other terms, new banks should open at least 25 per cent of branches in unbanked rural centres.

Of the 1.55 lakh post offices, around 24,000 district offices may be ready to offer banking services in next two years. Post offices are being enabled by core banking solution's connecting nationwide branches as part of a transformative IT project.

DoP is in process of setting up 1,000 ATMs.

The country has around 90,000 bank branches at present.

"Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the Department of Posts," the source said.

The head offices chosen for setting up ATMs covers all the states, with Andhra Pradesh leading the tally at 100 ATMs, followed by Tamil Nadu (92) and Uttar Pradesh (73).

As many as 61 ATMs would be set up in Maharashtra, 60 ATMs in Karnataka, 51 ATMs each in Kerala and Rajasthan.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in the post offices as on March 31, 2012 having deposits worth Rs 1.9 lakh crore.

After the strike, unions expect some budget sops for working class

Ignoring workers will harm the nation, says INTUC leader
The central trade unions, which organised a two-day general strike which ended on Thursday, just before the budget session of Parliament, expect some sops from the government for job protection and social security for the working class.
“This government has a pro-capitalist and pro-rich policy. It simply wants foreign direct investment, making rich richer at the cost of the working class and the poor and we cannot expect much in budget 2013-14,” G. Sanjeeva Reddy, president, Indian National Trade Union Congress (INTUC) said.
It is interesting that this statement comes from the leader of the trade union, which is the labour wing of the ruling Congress. “We want a budget in support of the people and the working class,” he said, warning that addressing only the concerns of capitalists would leave the workers in the lurch and ultimately harm the nation.
Abolish contract system
Gurudas Das Gupta, CPI MP and general secretary of the All India Trade Union Congress (AITUC), said he did not expect much from the budget. Since this would be the last one before the 2014 polls, the UPA-II government would go in for populist announcements to gain votes. “But I will not be satisfied till the government changed its economic polices which are harmful to the working class and poor labourers.”
The government seemed indifferent to the demands of unions like abolition of contract system, better social security for the unorganised workers, and fixing the minimum wages at Rs.10,000 per month, he said.
A.K. Padmanabhan, general secretary of the Centre of Indian Trade Unions, the labour wing of the CPI(M), said the workers would be happy if at least some of the 10 demands which the trade unions raised during the country-wide strike, were accepted by the government in the budget.
He pointed out that job security had become questionable now as more and more employment was given only on contract basis and any worker who did not fall in line with the management could be thrown out any time without much scope for judicial remedy.
While unions were questioning the steps taken by the government for employment generation, Planning Commission Deputy Chairman Montek Singh Ahluwalia has said: “India needs an ecosystem that facilitates an explosive growth of medium-size companies to attain high levels of productivity and catalyse the growth of employment generation and entrepreneurship.
“Employment can be looked at from two perspectives — one is providing jobs and the other creating employment opportunities. For inclusive growth which leads to faster and much better spread of employment opportunities, we should aim to create quality employment prospects not just provide jobs,” he said at a seminar here.
Referring to ‘Doing Business’ report brought out by the World Bank (2011 edition) where India ranks 139th among 183 countries in terms of ease of doing business, Mr. Ahluwalia said, the unfortunate fact was that this ranking had declined from 120 in 2008 to 139 in 2011. “For a country that aspires to be a global economic powerhouse, such a ranking reflects a highly discouraging environment for investors. This is counterproductive to our goal of achieving rapid and inclusive growth,” he said.

Windows Stops Responding When You Run Disk Defragmenter

Sometimes when you attempt to run Disk Defragmenter in Windows, your computer stops responding and sometimes even shuts down. You are finally doing the right thing by performing much needed computer maintenance, but if this problem is not solved even after you have run Scandisk, then maybe you have a serious error.
The disk defragmenter can also come up with a message saying that it could not move all the files on this volume. I had this message one day and thought it was ok. Who cares if disk defragmenter couldn’t move a file, however when I looked at the report log it told a different story. It had only moved one file and had 1899 that it couldn’t move. Now that was not good.
According to the Microsoft website this behavior can occur if your computer has been infected with one or more viruses, such as the w32.funlove.4099 or the vbs.network.b virus. Sometimes you can notice what file it hangs on or stops at. It is usually in the system32 that is contained in Windows itself.

Windows Stops Responding During Disk Defragmenter

Here are more possible causes:
  • Sometimes a corrupt file can cause disk cleanup to stop working and cause so may different symptoms. I presume this could also be the case for the disk defragmenter. Therefore you should also see this article Disk cleanup stops working and will not remove files in Windows. If the cause is the same, then the solution is also.
  • You can also try removing temporary files on your computer as something might be corrupt in there.
  • Besides that it could also mean that your hard drive is on its way out. Of course you can easily do any number of tests to find this out. You can remove the hard drive and put it in an external drive (if it won’t boot in the computer) and test it that way.
When Windows stops responding during disk defragmenting it is  not always something to be ignored.

What is Aero Shake in Windows 7

Aero Shake in Windows 7 is a useful and interesting feature of Windows 7. It helps user to minimize the open window applications on the screen to the one user wants. It is very easy to use, just select or click on the opened window application you want to work and shake it bidirectionally i.e. ; forward and backward on the screen  and all the other window applications that you don’t want will be minimized.
For example, you might have many windows open at the same time, but you only want to concentrate on one. All you have to do is put your mouse on the top bar of the window you want to keep, hold down the left mouse button, and shake your hand. This will shake the window and get rid of all the other Windows that were open on the desktop. If you want to put the other windows back again, simply shake the window again. Aero shake in Windows 7 is a very simple tool.
This is a feature that is not available in Windows Vista or Windows XP.

Dies non – No Work No Pay

All the Central Government employees those who are participated in the Two Day Strike have been warned by the government through its circular dated 15-02-2013, that leave of any kind will not be sanctioned for them. It is under stood that the absence of two days in strike period will be treated as Dies non
The West Bengal State Government too issued a circular a day before , in which it has been said that no leave will be granted to its employees during the strike, and if they aren’t present in office it will be treated asdies non with no salary admissible if they don’t give a suitable reason and produce proper documents for refraining from turning up for duty.
What is Dies non ?
Dies non: In service terms, “dies non” means a day, which cannot be treated as duty for any purpose. It does not constitute break in service. But the period treated as ‘dies non’ does not qualify as service for pensionary benefits or increment.
As per the Postal Manual Volume III, Central Civil Services (Classification,Control and appeal) rules, 1965, the Absence of officials from duty without proper permission or when on duty in office, they have left the office without proper permission or while in the office, they refused to perform the duties assigned to them is subversive of discipline. In cases of such absence from work, the leave sanctioning authority may order that the days on which work is not performed be treated as dies non, i.e. they will neither count as service nor be construed as break in service. This will be without prejudice to any other action that the competent authorities might take against the persons resorting to such practices

Why must you drink water

Why must you drink water
Why must you drink water (Thinkstock photos/Getty Images)

Most of us know that up to seventy per cent of the total body weight is due to water. Although it is present in all parts of the body, it is more present in organs such as lungs and brain and fluids such as blood, lymph, saliva and secretions by the organs of the digestive system. The common belief is that we feel thirsty only when our body needs water. While this is true, recent research studies have indicated that there are several other indicators of inadequate water in some or all parts of the body. Ignoring these indicators can lead to several major diseases. Most of us spend a lot of our working hours in air-conditioned environment so naturally we don't feel thirsty but that does not mean that our body does not need water. Lack of water can lead to fatigue too. So, for your glowinghealth, drink enough water.
Importance of water for maintaining normal health:
Just as water helps a seed grow into a tree, it also helps our body. The flow of water inside and outside the cells generates energy. This energy is stored in body along with other chemical sources of energy in the body. The energy generated by the water in the cells helps transmit impulses in the nerves. Water content in the body influences the functions of the various proteins and enzymes that are dissolved in it.
Water helps maintain the moisture of the lining of the internal organs of the body. It maintains normal volume and consistency of fluids such as blood and lymph. It regulates body temperature.
It removes 'toxins' from the body
Water is essential for regulating the normal structure and functions of the skin. The body loses about four litres of water every day. It is, therefore, necessary to replenish this volume by drinking at least the equivalent amount of water every day. Inadequate intake of water can lead todehydration.
