At item level, Rice, Wheat, Wheat Ana, Besan, Black Gram, Gram Dal, Poultry (Chicken), Milk (Buffalo & Cow), Brinjal, Cauliflower, French Bean, Lady’s Finger, Methi, Peas, Tomato, Cooking Gas, Petrol, Toilet Soap, Tailoring Charges, etc. are responsible for the increase in index. However, this increase was checked by Moong Dal, Urd Dal, Groundnut Oil, Fish Fresh, Apple, Banana, Potato, Electricity Charges, Soft Coke, etc., putting downward pressure on the index.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">The year-on-year inflation measured by monthly CPI-IW stood at 3.35 per cent for October, 2016 as compared to 4.14 per cent for the previous month and 6.32 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 2.99 per cent against 4.05 per cent of the previous month and 7.50 per cent during the corresponding month of the previous year.</span></div>

Among others, 4 points increase was observed in 4 centres, 3 points in 8 centres, 2 points in 13 centres and 1 point in 20 centres. On the contrary, Goa recorded a maximum decrease of 7 points followed by Bhavnagar (5 points). Among others, 2 points decrease was observed in 4 centres and 1 point in 8 centres. Rest of the 15 centres’ indices remained stationary.</span></div>

<span style="background-color: white; font-family: Arial, Helvetica, sans-serif;">Department of Pension and Pensioners’ Welfare is responsible for formulation of policy and coordination of matters relating to pension policy and welfare of Central Government pensioners. It has been seen that despite detailed guidelines and instructions to the contrary a large proportion of retiring employees do not get their retirement benefits and the Pension Payment Order(PPO) in time. It is likely that such retired employees find it difficult to get the process completed after retirement. The sanction process starts more than a year before the date of retirement and requires cooperation amongst various agencies. This department has, therefore, launched Bhavishya – an online pension sanction and payment tracking system. The system by keeping track of the progress of each case introduces transparency and accountability. Both the retiring employees as well as administrative authorities can monitor progress at each stage.</span></div>

The system has been running successfully in the main Secretariat of all ministries/departments for the last one year. It has since been extended to cover over 3000 Drawing and Disbursing Officers and Pay and Accounts Offices from various ministries/departments and their attached offices.</span><br />

It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form. The Pay and Accounts Offices will process cases generated through Bhavishya through the pension module in COMPACT till the Public Financial Management System(PFMS) is made operational and integrated with Bhavishya.</span></div>

It is to be noted that all authorities will strictly follow the timelines prescribed under the CCS(Pension) Rules and in no case will the pension case be delayed on account of electronic processing through Bhavishya.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">Confederation of Central Government Employees and Workers is the umbrella organization comprising of various Unions/Associations/Federations of the Central Government employees. Central Government employees are the important segment of the society and contributing for the growth of this country through effective implementation of the policies of the Government of India. Hence, the views of this segment of important stakeholders, I submit, may also be heard and considered. With this request, this organization is bringing the following views for consideration by your good self, as a part of the pre-budget exercise to finalize the budget for the year 2017-18.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;"><b>1. New Pension Scheme:</b> Lakhs of employees who joined the Central Government Departments on or after 01-04-2004 are vulnerable to the market fluctuations due to the NPS. It has been pleaded several times to scrap this NPS or grant guarantee of minimum pension at the rate of 50% of last pay drawn. It is requested to concede this request in this budget by making required amendments.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;"><b>2. Income Tax</b>: It is submitted that Government employees are the most tax compliant segment of the society. At the same time they are the hard hit with heavy tax burden. For many years it is requested to raise the tax exemption limit. It is requested to consider increasing the tax exemption limit for employees to Rs. 5,00,000/-. It is also requested not to include the compensatory allowances in the taxable income.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;"><b>3. Interest concession on loans and advances:</b> Nationalized Banks are extending housing loans, personal loans for their employees at a lesser rate than the market rate. This facility may also be extended to the Central Government employees.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;"><b>4. Education loans to the Children of the Central Government employees:</b> In the present set up no bank is giving education loans for pursuing higher studies without keeping immovable property as collateral security. One has to cross many hassles for obtaining education loan for his ward. It is requested that education loan for the ward of a Central Government employee should be hassle free and without any guarantee or collateral security except the employee himself/herself. The total loan should cover the entire fee and living expenses without any restrictions.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;"><b>5. Minimum Wage & Fitment formula:</b> The minimum wage of Rs.18000/- recommended by 7th CPC is needed to be revised to Rs.26000/- to confirm to the realistic and accepted norms of the wage determination. Accordingly the fitment factor should also be proportionately changed.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;"><b>6. Curtailment of litigation:</b> Presently due to the policy of DOP&T the Central Government employees are forced to engage in avoidable litigation in the Courts of Law, even on those similar Service matters, which were decided by the Highest Court of the Land. This is resulting in lot of expenditure of Government employees. The judgments of the Courts should be applied to all the similarly placed employees without forcing them to file cases on the very matter.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;"><b>7. Compassionate appointments:</b> The eligible wards of the employees who died in harness should be given employment by removing the present artificial ceiling of 5% on such employment.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;"><b>8. Housing needs of the employees working in N.E and Assam Circles:</b> The employees working in these States are facing hardship due to lack of housing facilities. Hence, it is requested to construct more General Pool Resident staff quarters for all the Central Government employees working in N.E. and Assam regions.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">Central Trade Unions in their Memorandum dated 19-11-2016 has brought several issues like price raise, strengthening the Public Distribution System, safeguarding the Public Sector, Foreign Direct Investment, employment generation, Same Pay for Same Work, Social Security for unorganized workers, Labour Law Reforms, regularization of Contract and Casual Labour, which has a bearing on the lives of the common masses, employees and workers. This Federation completely endorses their viewpoint on these important issues and requests you to kindly initiate necessary corrective steps in this Budget.</span></div>

instructions of RBI stipulates that withdrawals may be</span><span style="font-family: Arial, Helvetica, sans-serif;"> </span><b style="font-family: Arial, Helvetica, sans-serif;">allowed for deposits made in current legal
tender notes on or after 29.11.2016 beyond the current limits
preferably,</b><span style="background: white; font-family: Arial, Helvetica, sans-serif;">available
higher denomination bank notes of Rs. 2000/- and 500/- are to be issued for
such withdrawals. </span><span style="font-family: Arial, Helvetica, sans-serif;"> </span></div>

acceptance of deposit by post office, the concerned PA should acknowledge the

slip and write the Sl. No. of the entry in above mentioned register.<o:p></o:p></span></div>

withdrawal the Counter PA should consult the prescribed Register and make
necessary entries for the cash withdrawal from the respective account.<o:p></o:p></span></div>

The other possibility is that the government will increase the exemption from the current Rs 2.5 lakh, to Rs 3.5 lakh, and let some of the deductions continue. At present, Rs 2.5-5 lakh income is taxed at 10%, Rs 5-10 lakh at 20%, and above Rs 10 lakh at 30%. The government is currently working on various possibilities, and it will take sometime to zero-in on one, according to different sources in the government.</span></div>

The government wants the situation to get normal following demonetisation drive before paying higher allowances and five months’ arrears under the 7th Pay Commission recommendations to its 4.8 million employees. Higher allowances and five months’ arrears under the 7th Pay Commission recommendations will be paid after Cabinet nod to ‘Committee on Allowances’ report.</span></div>

The ‘Committee on Allowances’, headed by Finance Secretary Ashok Lavasa, on fatter allowances under the 7th Pay Commission recommendations is ready with its report. But the cash crunch post currency ban has forced the Finance Ministry to keep in abeyance the enhanced allowances till things normalize</span></div>

The government is hopeful that situation will get normal after December 30 and it will be ready to pay enhanced allowances and five months’ arrears under the 7th Pay Commission recommendations to its employees.</span></div>

The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances, which was opposed by the central government employees’ unions. To resolve this issue, Union Finance Minister Arun Jaitley formed the ‘Committee on Allowances’ on July 22 for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance.</span></div>

The Government has also been receiving various suggestions in this regard. After due consideration of all relevant aspects, the following decisions relating to certain operational aspects of the Scheme have now been taken:</span></div>

It has further been felt that people may be encouraged and facilitated to deposit their old Rs. 500 and Rs. 1000 notes in their bank accounts. This will encourage people who are still unbanked, to open new bank accounts. Consequently, there will be no over the counter exchange of old Rs. 500 and Rs. 1000 notes after midnight of 24.11.2016.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">(ii) Government had also permitted various exemptions for certain transactions and activities wherein payment could be made through old Rs. 500 and Rs. 1000 notes. It has been decided that all these exemptions, with the additions and modifications as detailed below, may be continued for a further period from the midnight of 24.11.2016 up to and inclusive of 15.12.2016 :-</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">(a) Payments for the transactions under all the exempted categories will now be accepted only through old Rs. 500 notes;</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">(b) Payment of School fees up to Rs. 2000 per student in Central Government, State Government, Municipality and local body schools;</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">(c) Payment of fees in Central or State Government colleges;</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">(d) Payments towards pre paid mobile top-up to a limit of Rs. 500 per top-up;</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">(e) Purchase from Consumer Cooperative Stores will be limited to Rs. 5000 at a time;</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">(f) Payment of current and arrear dues to utilities will be limited to only water and electricity. This facility will continue to be available only for individuals and households;</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">(g) Considering that the Ministry of Road Transport and Highways have continued the toll free arrangement at the toll plazas up to 2.12.2016, it has been decided that toll payment at these toll plazas may be made through old Rs. 500 notes from 3.12.2016 to 15.12.2016.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">The Centre had set up a ‘Committee on Allowances’ which met last Thursday under the chairmanship of Union Secretary, Finance (Expenditure) with representatives of the Central government unions.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">At the very start of the meeting, representatives of the unions expressed their anguish for ‘non-formation of High Level Committee’. According to them it was agreed to in July by the Group of Ministers (Government of India) for settling the issue of Minimum Wage and Multiplying Factor. The unions want the ‘minimum wage’ for Central employees to be fixed at Rs. 26,000 as opposed to Rs. 18,000 recommended by the 7th Central Pay Commission (CPC).</span></div>

Let us believe that, after the meeting, report of the said committee would be sent to the Government of India for its acceptance’’, Mr. Mishra, secretary (Staff Side) of the National Council/Joint Consultative Machinary, noted.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">At the meeting, the unions claim that they made a strong case for implementation of the allowances to be decided by the Committee from January 1, 2016.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">Besides that, they claimed that they have asked for House Rent Allowance be fixed at range 10 to 30 per cent of the basic linked to the classification of the town of posting, children education allowance of Rs. 3,000 and hostel subsidy of Rs.10,000. All these allowances should be tax exempt.</span></div>
<div style="background-color: white; box-sizing: border-box; margin-bottom: 26px; padding: 0px; text-align: justify;">
<span style="font-family: Arial, Helvetica, sans-serif;">Staff Side demanded inclusion of post-graduate and professional courses in children education allowance. The issue of special duty allowance was also raised for Northeastern region.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">Their wishlist extended to ‘Fixed Medical Allowance’ of Rs. 2,000 with Dearness Allowance Indexation, review of overtime allowance, small family allowance and dress allowance.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">“Various Departmental Allowances, which have been abolished, should be allowed to continue, like Breakdown Allowance in the Railways and Fixed Conveyance Allowance to Postal Department employees”, Mr. Mishra noted.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">Separately, M. Ragaviah, National Federation of Indian Railwaymen-NFIR said, “While there has been no commitment from the Chairman and Official Side of the Committee, the Finance Secretary however stated that further meetings will be held and in the meantime the JCM (Staff Side) may list out common issues and send the same to the Joint Secretary (Imp) and equally Departmental specified issues be sent through the respective Administrative Ministries for examination”.</span></div>

2. On a review it has since been decided that no over the counter exchange (in cash) of SBNs will be permitted after midnight of November 24, 2016.Members of public who approach the banks for over the counter exchange of SBN may be encouraged to deposit SBNs into their bank accounts.</div>

<span style="font-family: Arial, Helvetica, sans-serif;">For wedding expenses, the Government has allowed withdrawal limit as Rs.250000-. Patch for the same is being deployed in Finacle.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">As per RBI guidelines / DoP rulings, the officials should check all the relevant documents and obtain the declarations from the customer requesting for withdrawal from their POSB account in connection with wedding expenses.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">The following conditions are mandatory for withdrawal in respect of wedding expenses:</span></div>

<li style="margin-left: 15px; text-align: justify;"><span style="font-family: Arial, Helvetica, sans-serif;">KYC documents should have been submitted for the account; PAN card should have been updated. These checks are done on the CIF of account holder.</span></li>

<li style="margin-left: 15px; text-align: justify;"><span style="font-family: Arial, Helvetica, sans-serif;">The maximum withdrawal allowed is Rs.250000 or the closing balance of the account as on 08/11/2016, whichever is lesser and subject to the minimum balance limits applicable on the account. ( Rs.50 for non-cheque accounts and Rs.500 for cheque accounts)</span></li>
