Subject: Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.1.2014.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.I-8/2013-E-II (B) dated 25th September, 2013 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 90% to 100% with effect from January, 2014.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-11(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. The payment of arrears of Dearness Allowance shall not he made before the date of disbursement of salary of March. 2014.

5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will he issued by the Ministry of Defence and Ministry of Railways, respectively.

6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Dropbox To Partner Mobile Service Providers On Its Indian Debut

Dropbox, the free online storage service company, which is on par with the growth of Facebook and Twitter is to finally enter India by partnering local mobile service providers and the web companies.


The online storage company when recently said it had no plans of setting up an office in India, seems to be okay with partnership arrangements. The company couldn’t resist to enter one of the fastest growing internet markets in the world that would take Dropbox to a whole new level. “For us it doesn't make sense to have a local sales team in the short term, but we'll work through partners," VP and business development head, Sujay Jaswa said, as reported by Times Of India. Jaswa also said that the company is in talks with several companies but declined to disclose the company’s identities “as the talks are in the early stages”.

With XP's Deadline On Brink And 95 Pct ATMs On It, RBI Warns Banks

April 8th being the deadline for axing the support for Windows XP, more than 95 percent of the ATMs apparently are still using the same OS, which may increase the vulnerabilities of friendly cash machines. Hence RBI is said to be asking banks to upgrade to a newer platform soon.




Though the company is pulling the plugs on the windows XP, it would still continue to offer the security support to the product till 2015. However Microsoft also warns that even with the extended support the effectiveness of “out-of-service operating system is limited.”

In a bid to stop snooping on its users, Google has overhauled its Gmail service in a big way - encrypting every single email you send or receive.


According to the firm, "this ensures that your messages are safe not only when they move between you and Gmail's servers, but also as they move between Google's data centres”, said the firm.


Gmail now always uses an encrypted HTTPS connection when you check or send email and it can not be turned off.


“No one can listen in on your messages as they go back and forth between you and Gmail’s servers,” the firm said in a press release.

Microsoft placed on the Start Screen all of the tiles they felt you would need, most of them tied to programs that they have a vested interest in! They created a few groups of tiles to make it easier for you to find the tile you would like to use. They made the tiles different sizes, again based on some decision by a Microsoft committee. It is very easy for you to customize the Start Screen by moving tiles around, creating your own groups and resizing the tiles.

Creating a Tile Group:
When you press and hold, either using your finger on the screen or your mouse button, you can then drag the tile to the left or right and move it to another group or create a new group of tiles. When you drag your tile to the far right, to the right of any existing groups, and release your mouse or finger, a new group is formed. Once a new group is created you can name the group by clicking in the group name box located above and to the left of the newly established group.

Rearranging Tiles in a Group:
To rearrange a tile within a group use your mouse or finger to click/press and drag the tile around. Depending on the size of the tile, other tiles within the group might also be rearranged. If you are using your finger and are having trouble accomplishing this because the page scrolls and the tile does not move, briefly drag the tile up or down before dragging left or right.

Fix: Hidden files and folders in Folder Options is missing

We know that the Windows operating system contains some files and yet other system files and folders which are hidden by default. These are hidden so that the end-user does not by chance end up deleting or modifying their contents as they are required by the system to function properly. But there may be times, when you may need to show these hidden files and folders.

To do this, type Folder Options in start search and hit Enter to open Folder Options window. Under the View tab, check the Hidden files, folders and drives check box. If you need to also show the system protected hidden files and folders too, uncheck the Hide protected operating system files  option.

Any URL is basically an IP address that you can remember easily. In other words, every working URL on the Internet is actually an IP address. The concept of IP addresses goes beyond URLs and extends to all the peripherals and computers on your network. This article is about what Proxy Auto-Config or PAC files are, what the risks are, and how to protect your browser from deliberate redirections that are malicious in most cases. Between you and the website you are visiting, there are at least two caches. One is the ISP cache that contains IP addresses of most visited sites and the other is a local file on your disk. The HOSTS file contains IP records of the websites you frequently. This caching is done to speed up access to the websites/URLs you intend to wish. Though HOSTS may also be compromised by changing the IP address assigned to the related URL, the most dangerous method is malicious PAC files. In the case of the latter, you do not even know for days that your machine has been compromised.

Over 42 lakh Indian computers infected with malware
Over 42 lakh computer systems, including mobile phones, were infected in India by June last year with 'botnet' malware being used for various kind of cybercrimes.
As per the data shared by Indian Computer Emergency Response Team (CERT) with other government departments, the botnet infected systems in the country was 25,915 in 2007 which peaked to about 65 lakh in 2012.
The number of botnet infected system grew rapidly and reached over 60 per cent in first half of 2013.

Bank ATM’s still not ready for XP Armageddon

In less than a month’s time we could see more computer machines installed in ATMs, running Windows XP or with Windows XP Support being exposed to potential threats. Why? Microsoft is pulling the plug on Windows XP on April 8. This raises serious security and compliance issues for the systems’ operators as it is estimated that more than six out of 10 ATM machines in the US run Windows XP.

According to the data made available by ATM Industry Association (ATMIA), about 38% of the nearly 425,000 ATMs in the U.S. that are powered by Windows XP will have migrate to a newer OS. On the other hand, The Payment Card Industry Security Standards Council (PCI SSC), the body that oversees security standards in the payments industry, has come clear on the process – ATMs still on Windows XP after April 8 will need to have certain compensating controls in place to be considered PCI compliant. It estimates that Windows XP powers 95% of ATMs in the world.

Tech giant Microsoft is working on next generation technology that will enable 'no-touch' phones, tablets and televisions that can be operated from afar, without the need to swipe them. 

The technology will allow users to control a screen with their fingers even from the other side of the room and put their hands through a screen to 'touch' objects. 

Microsoft said it is has begun to create machines that move far beyond touchscreens. 

Rico Malvar, Microsoft's chief scientist, said work has begun on new screens that can be manipulated without needing to approach a gadget. 

The company is building an electronic bracelet that can detect movements in a person's fingers, allowing them to imitate the actions of poking and flicking the screen to operate a device.
