Consumer Price Index for Industrial Workers (CPI-IW) – September, 2015

The All-India CPI-IW for September, 2015 increased by 2 points and pegged at 266 (two hundred and sixty six). On 1-month percentage change, it increased by (+) 0.76 per cent between August and September, 2015 which was static between the same two months a year ago.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.78 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Moong Dal, Urd Dal, Mustard Oil, Onion, Cauliflower, Green Coriander Leaves, Potato, Tea (Readymade), Sugar, Electricity Charges, Private Tuition Fee, Flower/Flower Garlands, etc. are responsible for the increase in index. However, this increase was restricted by Wheat, Fish Fresh, Poultry (Chicken), Eggs (Hen), Apple, Coconut, Tomato, Petrol, Washing Soap, etc., putting downward pressure on the index.

BSNL WITH DOP TO FACILITATE THE SALE OF ITS PRODUCTS ACROSS THE COUNTRY

BHUBANESWAR: BSNL has entered into an MoU with Department of Posts to facilitate the sale of its products at post offices across the country.

Under this agreement, India Post would distribute telecom services products including BSNL SIM cards, top-up and recharge vouchers to consumers.

From Odisha perspective, 9500 postal outlets have been identified in the State for the commercial sale of BSNL products. Out of this, 6900 post offices are in rural areas, Chief Post Master General Tilak De said here on Thursday.

BCP is an alternative to accept some transactions from the customers when Finacle Application will not be accessible in all CBS Post Offices.

 

When BCP is to be invoked?

BCP will be invoked through an order issued by F.S. Division of Postal Directorate to CEPT Team to enable special BCP Menus.

LIST OF transactions which can be accepted during BCP

Following type of transactions can be accepted during BCP:-

(1) Deposits in Savings Account.

(2) Deposits in RD Account opened and operated directly (not through MPKBY Agents)

(3) Deposits in PPF Accounts.

Do’s and Dont’s for Central Government Pensioners

DOs

1. A copy of every communication regarding pension is required to be endorsed to the pensioner by each node of pension delivery. Please ensure that your full contact postal address (preferably with PIN code) is always updated. Promptly intimate any changes of address to: –

a. Your Bank Branch

b. The Head of Office and the PAO in the Ministry from where you retired;

c. Central Pension Accounting Office

2. There should be proper nomination for pension account. Please retain the acknowledgement received from the bank carefully. It is advisable to open a joint account with your spouse if you are pensioners so that she/he does not hardship later.

All Government Employees including Group C and D to file Annual Property Returns

All Group A, Group B, Group C and erstwhile Group D Government Employees will have to file Annual Property Return under CCS(Conduct) for the Year 2015 on or before 31st January 2016

The Annual Property Returns required to be filed by all the Government servants belonging to Group ‘A’, ‘B’, ‘C’ and erstwhile Group ‘D’, under the CCS(Conduct) Rules, 1964 for the year 2015 on or before 31st January, 2016.

7th Pay Commission – Curtain Raiser

“The Seventh Pay Commission may consider pay ratio of the pay of the bottom paid employees to the pay of the highest paid officials will come down to 1:9 from 1:12″, sources indicate.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often states also implement the panel’s recommendations after some modifications.

Headed by Justice Ashok Kumar Mathur, the four-member 7th Pay Commission was appointed in February 2014 and the commission will hand over its recommendations to government within December 31, 2015.

Though the Official recommendations are yet to be submitted to the Government, there are many flares going around, some may be true and some may be flaws.

However, at the end of the day, it is the so called ‘sources’ who give some hint. The following is the latest the sources indicate…..

Seventh Pay Commission Likely To Allow Work From Home For Disabled, Women Employees

Seventh pay commission is likely to ask the government to consider allowing disabled and women central government employees to work from home.

The commission may recommend government to ask Information and Technology department, whether it is possible to have systems in place for monitoring and supervising work being done remotely by disabled and women central government employees.

“Allowing disabled and women central government employees a choice in where and how they work can increase employee loyalty and job satisfaction, and the government needs to apply it for a big win to boost their confidence, which will also give the productivity,” said a pay panel official.

A kind attention is invited to our earlier references on the subject, wherein the problems mentioned therein are almost unaddressed till date. It is a known fact that CBS migration is undergoing in large no. of offices in many Circles. Till time more than 5000 offices are rolled out to CBS, because of the pressure applied by the  Department in  haste.  Because of such a fast approach, the end users   at the Counter area are affected badly, and the public also suffering a lot.

Whereas in Banking Sector, when such migration is undertaken, it has been carried out in a phased manner for eg. in SBI, the leader in Banking sector, migration was made only in 100 branches at the  first year.

CSAC ( for releaasing ALREADY LOGGED IN USER IDs has been enabled to all Supervisors ( HOs and SOs) and System Administrators./ SAs .

1. This menu has been given to Supervisor with the power to SACK users of his/her own SOL.
2. This menu has been given to SA with the power to SACK users of his/her own HO SOL Set.

SUs/ SAs may be asked to logout, clear cookies and cache and login and try this menu now.

SOLs may kindly be adviced not to send emails or contact CPC over phone for Already logged in issues henceforth and get them resolved through Supervisors attached to their SOL. . 

However for releasing SU IDs / SA IDs only CPC should be addressed through email.

India Ranks Last Among 25 Countries in Retirement System

According to Melbourne Mercer Global Pension Index report, India is still last among the 25 countries on the list. 7th Pay Commission – Advantages to Government or Employees ?

The Central Government employees are scheduled to get salary hikes on the basis of the recommendations by January 1, 2016. According to sources, the house rent allowance too would see an increase by 20 per cent. But the most significant recommendation is that 5 to 6 per cent of the annual increment would be performance-based. There is also likely to be a provision of retiring under-performing employees by the age of 55 or 30 years of service, whichever is more.

The Finance ministry has already opened its stand saying, the Seventh Pay Commission will be mindful of the fiscal concerns of the government while giving its report on new pay scales and remunerations for central government employees and pensioners.

In continuation to above letters under reference, we are again compelled to bring the kind attention that no remedial measures has yet to come to enhance the connectivity between BSNL Cloud & Central Server and also with that of connectivity of all CBS offices. It has been observed that no instructions were also issued to CPC, Bhubaneswar to stop issuing of such type of derogative orders and only to pass on the instructions issued from CEPT Chennai & Infosys. Inspite of best efforts by the employees working in all CBS offices to adapt with changing scenario and to give proper services to the valued customers, the non-working of Finacle due to zero connectivity has put the staff to embracing conditions and they are facing anger of public without any fault of them.

Govt Doubles Monthly Bonus Calculation Ceiling To Rs 7,000 ( W.e.f April 1, 2015 )

New Delhi: The Cabinet today decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.

“The Payment of Bonus (Amendment) Bill, 2015 to enhance the monthly bonus calculation ceiling to Rs 7,000 per month from existing Rs 3,500 was approved by Union Cabinet here,” a source said after the Cabinet meeting.

The amendment bill will be made effective from April 1, 2015. Now the bill will be tabled in Parliament for approval.

The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.

Seventh Pay Commission Poised To Hike Pay With Efficiency

New Delhi:The government appointed Seventh Pay Commission reviewing central government employees’ pay and allowances, is now preparing to hand over the recommendations to the Finance Ministry within the coming two months, an official for the panel said Tuesday, speaking on condition of anonymity.

“It’s fair to say that the pay panel have identified a number of efficiencies,” the official told  on Tuesday.

He said rather than hiking pay and allowances, the panel was focused on making them more efficient, modern and valuable to central government employees.
