Sale of Penta Mobile phone through Post Offices



India Post is planning to sell Penta mobile phones (Penta Bharat Phone PF301) through selected Post Offices all over India.  The proposal received from M/ s Pantel Technology Pvt.  Ltd for sale of Penta Mobility   Devices   was   approved by the   Postal Directorate.  This venture will start on a pilot basis in the selected Post Offices of Andhra Pradesh, Karnataka and Uttar Pradesh Circle.

OPERATIONAL GUIDELINES

1.         Details about the scheme

Department of Posts ( DOP)  in  association with  Pantel Technologies  Pvt. Ltd  (PTPL) -established ICT Products Company, will  sell  PF 301 Bharat Phone'.


PF 301 Bharat Phone have a large 2.8 inch screen size and built in internet Access with 1999 minutes free talk time on BSNL networks. The large screen size and the inbuilt internet Explorer APK makes the device ideal for Mobile banking and e-governance applications.

MRP of the phone is Rs.1999/- inclusive of service tax and Education cess.

The scheme will be implemented in selected Post Offices in tier2 & 3 cities of Karnataka, Andhra Pradesh and Uttar Pradesh Circle(100 Post Offices from each Circle)on pilot  basis for a period of three months.
2.         Booking Process

Booking and sale of the device will be done through Post Office counter.  In case of outright sale, customer can pay Rs.1999/in the Post Office and taken delivery on the spot. . If stock is not available, customer can deposit Rs.500/- in the Post Office as a non-refundable booking amount and I1emaining amount of Rs. 1999/- will be paid by  the  customer at the time of taking delivery.

All data related to sale/booking of device will be fed by the Post Offices PTPL CRM application software.   PTPL will-p ate User ID for each Post Office for operating CRM application software.  This process would   be reviewed at the time of rollout of IT project of the Department.

PTFL CRM application software will generate printed bill/ receipt against sale or collection of booking amount of Rs.500/- for handing over to the customer against sale/booking.

After receiving the booking information from CRM, PTPL GSA (General Sales Agent) will dispatch mobile phone in next 24 working hours.

In case company fails  to replenish the stock or fails  to address  the delivery  within   the  lock  in  period  for which  customer has paid  advance, customer will be intimated by the  PTPL customer care centre.

Customer will have the right either to extend delivery time or seek cancelation and   refund.  Department can then refund advance to customer with no deduction.  Department will get Rs.50/- as handling charges in such a case for closing the transaction from the company.

In case of over delayed refund and customer insistence to seek compensation, company will pay 1.5% interest per month to the customer.

3.         Delivery of Products and payment to the company

Company will maintain a rolling stock of 5 phones in each identified Post Office and   same will be replenished from time to time.  Company may also make arrangement for display of dummy phone or actual phone with I I suitable security arrangements in Post Office premises in consultation with the Postmaster.

In the case of advance booking, on receipt of Stock, Post Office will intimate the customer to take delivery of the Phone within 15 days.

After sale, nodal office will remit the sale amount to the firm through e-Payment on weekly basis after deducting the amount of commission i.e. Rs.200/- for each successful transaction.  For this scheme Noida HO will act as Nodal -Office and Uttar Pradesh Circle as Nodal Circle.

Existing operational guidelines will be applicable for   payment to the company through ePayment. Nodal  Office will  raise the  consolidated bill to  the   company  for  ePayment charges and  amount  collected  will  be charged under the account head of ePayment.    

Advance booking amount need not be transferred by the Post offices to the firm and full payment against sale will be transferred after deduction of commission of Rs. 200/-.

4.         Discount

PTPL will give discount of Rs. 100/- to the employees of DOP subject to maximum 5 per employee.  For this purpose during generation of bill or booking of phone, the post officewill enter Employee's ID card No. for availing the benefit.
