7th Pay Commission latest news: Task force set up by Centre to review dominance of IAS in Group A Central Services


The decision to constitute the task force was taken after Justice (Retd) AK Mathur, in the 7th Pay Commission report, pointed the near about monopoly enjoyed by IAS in Group A Central Services.


New Delhi, Aug 24: Acting on the recommendations of the report of 7th Pay Commission, Centre has set up a task force being led by Department of Personnel and Training additional secretary T Jacob. The task force is assigned to review the cadre dominance in Organised Group A Central Services. The task force will compile its report and send it to the central government. It will also suggest measures which need to be incorporated in order to provide an equal opportunity to employees of all cadres of central services to occupy the higher designations, as listed in the Organised Group A Central Services. Government has recommended the T Jacob-led committee to submit their report within three months.

The decision to constitute the task force was taken after Justice (Retd) AK Mathur, in the 7th Pay Commission report, claimed that a major portion of the Group A Central Services posts are being occupied by those holding IAS rank. This entitles them to more increments, and leaves officers from the IPS and IFS sector behind. The AK Mathur-led committee suggested the government to take steps which would allow non-IAS central government officers to also fill those designations. 
As per the AK Mathur-committee report, IAS officers enjoyed an edge over other cadres. Out of the total 91 secretary level posts, nearly 80 per cent, that is 73 of them is occupied by IAS personnel. Similarly, in the joint secretary level rank, 249 of the 349 posts, which constitutes to roughly 64 per cent is occupied by IAS officers. The same trend was seen in Additional Secretary Level rank, where 98 of the 107 posts, which is roughly 92 percent, have been occupied by IAS personnel.
The 7th Pay Commission report pointed out that IAS receive two additional increments at promotion stage. The AK Mathur-led committee was largely of the opinion that similar treatment should be meted out towards those belonging to the IPS and IFS to create a level playing field. The committee further recommended that all those personnel who have completed 17 years in service should get the opportunity to occupy the designations in Group A Organised Services.
The 7th Pay Panel headed by AK Mathur had interacted with the personnel deployed in Group A services, and they had unanimously conveyed to the committee that a more fair and inclusive concept of promotion should be adopted, which ends the monopoly enjoyed by IAS.
Prime Minister Narendra Modi has instructed the task force to study cadres of all service branch, including the IFS and IPS, in order to remove the stagnation and suggest the incorporation of more fair methods of recruitment.
