Sub- Biased decision by the Central Govt. Welfare Co-ordination Committee in selecting three holidays- Irregular declaration of an additional holiday for Dussehera on Maha Saptami falling on 11-10-2013 (Friday), instead of Mahastami on 12-10-2013 (Saturday).


Respected Sir,


It is quite disgracing to find the Holiday list of Odisha circle, circulated through CO letter no Tech/3-2/2010 dated 15-11-2013 that there has been no holiday for Mahastami, which is prominent day during Dussehera. Instead of Mahastami, holiday for Maha Saptami, having less waitage during Dussehera celebration has been selected, falling on 11-10-2013 (Friday). From this, it is quite clear that favouritism has been shown to the administrative offices, ignoring the welfare of operative staffs for getting consecutive holidays for three days from 12-03-2013 to 14-03-03-2013. As a result of such decision by GEWCC, Bhubaneswar the administrative office staffs are benefitted with four day holidays successively from 11-10-2013 to 14-10-2013, posing deprivation to operative staffs of our Department, which we feel total discriminatory. Further, other Central Govt. offices are having five working days in a week and their staffs will not be affected, where as such decision will definitely affect the interest of our operative staff (Majority in Department of Posts).


We want to draw the kind attention to the contents of the Directorate’s letter no 21-1/2002-PE-II dated 27-08-2002 wherein it has been envisaged that there is no objection if Department of Posts declares substitute holidays for operative offices working six days a week ( in lieu of one of the three optional holidays selected by the concerned Central Govt. Employees Welfare Co-ordination Committee), provided the Co-ordination Committee is kept informed of such decision. The CPMGs are authorized to take a view regarding the substitute holidays to be enjoyed by all operative offices working six days a week in lieu of the three optional holidays, provided one of these holidays falls on Saturday.


On the circumstances, it is our fervent appeal to kindly bestow personal attention on the very issue and order may kindly be issued, declaring holiday for Mahastami on dated 12-10-2013 (Saturday), which is very much under Rules to avoid strong resentment of operative staffs throughout the circle and also to end the discrimination done by CGEWCC. It is further emphasized here that as this problem is caused every year in selecting three optional holidays by CGEWCC, our circle head may attend such meetings henceforth to avoid shortcomings.


A SHARP ACTION IS SOLICITED.
