7th Pay Commission news: CPC recommendations to be notified early next week, hiked salaries to be credited from August

7CPC recommendations received the cabinet nod on June 29. Subsequently, the employee unions led by NJAC demanded the increase in entry-level salary from the proposed Rs 18,000 to Rs 26,000.

Despite protest from a section of the workforce, the central government employees would no longer have to wait for their hiked salaries as per the recommendations of 7th Pay Commission. Although, a High Level Committee has been constituted to look into the demands of employee unions, government is set to issue an official notification for the implementation of CPC recommendations by the next week. The hiked pay would be counted from July. The salary which central government employees would receive on August 1 would be increased as per the 7CPC recommendations. Nationwide Bank Strike for 2 days – All India Bank Officers’ Association and State Sector Bank Employees’ Association will also participate in the strike.

Banking operations could be hit for two days this week as a section of public sector bank employees have threatened to go on a nationwide bank strike beginning July 12 to protest against the proposed merger of SBI associates and privatisation of IDBI Bank.

“As the conciliation meeting with the Chief Labour Commissioner failed, we would continue with our strike call,” All India Bank Employees’ Association General Secretary C H Venkatachalam told PTI.

New Delhi: The central government employees' unions are trying to douse all speculation and rumours whether the 7th Pay Commission will be implemented or not, saying that notification towards implementation of the Pay Commission will be issued early this week.

 

The government's flip flop in accepting the employees demand and further setting up a high level committee to look into their demands, has created confusion among central government employees whether or not the 7th Pay Commission will be implemented soon.

“There should not be any doubt that salary for the month of July onward will be based on 7th CPC recommendations approved by the government on 29th June, 2016 with only change that, all the allowances, as admissible at present, will continue till report of various committees set up for different purposes are finalized. Gazette Notification for the same is expected today or early next week", said Shiv Gopal Mishra, Convenor, of National Joint Council of Action (NJCA) in a blog.

It is announced for general information that during the year 2016-17, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.1% (Eight point one per cent) w.e.f. 1st July, 2016 to 30th September, 2016. This rate will be in force w.e.f. 1st July, 2016. The funds concerned are:

After NJCA / Staff Side Associations decided to postpone the indefinite Strike from 11th July 2016 on the basis of Govt’s assurance that high level Committee would be formed to study the possibility of increasing the Minimum Wage and Fitment Formula recommended by 7th Pay Commission, it was widely expected that issue of notification for implementation of 7th Pay Commission may take some more time.

We reported on 8th July 2016 to the effect that there is an even chance for issue of 7th CPC Notification by Govt on the basis of decision of Cabinet pending submission of reports by Allowances Committee and minimum wage & Fitment Formula Committee (which is yet to be formed).

 Now, the President of NJCA (the joint body represented by of all Staff and Unions of Central Government Employees, Railway Employees and Civilian Defence Employees) and General Secretary of AIRF, Mr. Shiva Gopal Mishra has reported that salary for the month of July onward will be based on 7th CPC recommendations approved by the government on 29th June, 2016 with only change that, all the allowances, as admissible at present, will continue till report of various committees set up for different purposes are finalized and that Gazette Notification for implementation of 7th Pay Commission recommendations is expected today or early next week.

Comrades let us be clear on developments!

NJCA leaders met Home Minister on 6th July and the process of government press communiqué was set in motion. The NJCA was in long wait in JCM NC office expecting a copy of govt press release. But before receipt of the same, some miscreant had circulated a bogus withdrawal circular by NJCA. The AIRF immediately repudiated it and at that time only we understood that somebody is making a fun!

DEFERRING OF THE INDEFINITE STRIKE – CLARIFICATIONS

Dear Comrades,

We are in receipt of messages and emails from our grass root leaders and workers conveying their concerns over the decision of NJCA to defer the indefinite strike. Comments are circulated in other social medias like whats app etc. also. As it is not practically possible to reply to all the queries and comments, to put the record straight, we are clarifying below the common points raised by most of our comrades and well-wishers. We sincerely thank all those leaders, comrades and well-wishers, who have conveyed (and still conveying) their views, opinions, criticisms and concerns to the confederation CHQ.

1.      CONVEYING THE DEFERMENT OF THE STRIKE EVEN BEFORE THE NJCA FORMALLY ANNOUNCED IT:

NJCA has taken serious note of this incident and shall take precautionary measures in future.

2.      WHETHER IMPLEMENTATION OF THE CABINET DECISION ON 7^TH CPC RECOMMENDATIONS WILL BE DELAYED FURTHER FOR FOUR MONTHS

The question of keeping in abeyance the implementation of the Cabinet decision on 29^th June 2016 regarding 7^thCPC recommendations, till the High Level Committee submits its report to Govt, was discussed in the NJCA meeting. It is decided that NJCA should not demand it, as the employees may be put to hardship, especially those who are in the verge of retirement. Com Shiv Gopal Misra, Convenor, NJCA has confirmed from the Finance Ministry that Govt notification on 7^th CPC recommendations is under process and it will be issued shortly, payment may be made from August salary.

After Cabinet decided to approve recommendations of 7th Pay Commission on 29th June 2016, without any change in the quantum of allowances for time being, Finance Ministry was working on hectic pace to issue notification.

This notification is meant for framing revised Pay Rules for new 7th CPC Basic Pay and retirement benefits such as Pension, Gratuity etc., with suitable provisions for paying allowances in pre-revised pay till Government decides on the report of Allowances Committee. The report of Allowances Committee is expected to be submitted in 4 months.

However, after wide-spread disappointment and protests over revised minimum pay and fitment formula, Council of Ministers conducted overnight talks with Union / Staff Side Association leaders on 30th June 2016.

CG Employees want NJCA to clarify the doubts regarding 7th CPC Issues

The six days Drama was come to an end yesterday. After the Union Cabinet Approved the implementation of 7th CPC Recommendations on 29th June 2016, a Meeting of NJCA leaders held on the next day on 30th June 2016. After the NJCA Meeting, some Leaders met the Group of Ministers at Home Minister’s Residence. It is said to be an informal meeting, so no any official announcement was made by Govt regarding this Meeting. But NJCA leaders told that GOM assured that they would refer this issue to a committee to review.

The same day, SRMU has declared that the Indefinite Strike is postponed based on the Govt assurance. From that day onwards there was lot of drama going on day to day over the issues of 7th CPC and Indefinite Strike.
