Due to Interest Calculation and Interest Posting in Savings, PPF and SSA Accounts on the night of 31st March 2016, CBS Post Offices would not do any transaction on 1st April 2016and transaction can be started on 2nd April 2016 only after getting instructions from CEPT Chennai Team only. However, staff of CBS Post Offices will remain on duty on both 1st and2nd April 2016 and continue to  watch instructions from CEPT Team.

The message should be properly displayed in the counter area for the information of general public and agents.

This office has examined the working of Finacle servers and it has been decided that in such circumstances, Financial Services Division will issue orders for starting BCP through e mail to all Circles/CPCs and all CBS Post Offices will accept POSB business in the following manner-

Release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 1.1.2016

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.

Ambedkar Birthday (14th April) Declared As Central Holiday Throughout The Country

"It has been decided to declare Thursday, the 14th April 2016, as a Closed Holiday on account of the birthday of Dr. B.R. Ambedkar, for all Central Government Offices including Industrial Establishments throughout India."

Speednet 4.3 was released on 09.10.2015.   Since then there were changes in business needs and fixing of identified issues necessitating changes/updations in SpeedNet application.   

The list of major changes/updations incorporated in SpeedNet 4.4 are as follows:

7th Pay Commission enhanced salaries, arrears to be paid in July

New Delhi: The central government is going to start payment of salaries and pensions to its 48 lakh employees and 52 lakh pensioners according to the 7th Pay Commission recommendations from July along with six months’ arrears.

The payments will be made following the pay-fixation method in the new pay matrix which has been suggested in place of pay band and grade pay by the Seventh Pay Commission.

The government’s overall arrears payout will be lower because of only six months arrears this time, compared to the previous pay commission, which came in late.

Ration Card not to be Proof of Address for Passport

Ration card will no longer be accepted as a proof of identity and address along with passport application. The central government has issued a notice to this effect, which the regional passport office said would come into effect from April 1.

The External Affairs Ministry has directed all passport branches to comply with the orders. Earlier, the Ministry of Consumer Affairs, Food and Public Distribution had on December 20 discontinued accepting ration card as proof of identity and residence. It had come across cases where the details on the card had been tampered with.

No SC/ST quotas for govt job promotions: Supreme Court

The Supreme Court has ruled that scheduled caste (SC) and scheduled tribe (ST) members can not claim quota as a right in government job promotions. This move was taken while rejecting a PIL seeking direction to the Uttar Pradesh (UP) government to grant reservation in promotion.

In the landmark verdict, the apex court on March 11 said that the states were not constitutionally obliged to give preferential treatment to any community in promotion.

Small savings rates slashed, PPF rate cut to 8.1% from 8.7%

KVP rate will be cut to 7.8% from 8.7%; National Savings Certificates, Monthly Income Account and Sukanya Samriddhi Account rates also cut.

In a move that will hit the common man, the government on Friday slashed interest rates payable on small savings including PPF and Kisan Vikas Patra in a bid to align them closer to market rates. 

As a part of its February 16, 2016 decision to revise interest rates on small savings every quarter, the interest rate on Public Provident Fund scheme will be cut to 8.1 per cent for the period April 1 to June 30, from 8.7 per cent, at present.

Verify/Cancel is Pending For This Registration Number and CIFID in Bulk Discharge of Certificate in DOP Finacle

CNSBCV command is used for Bulk discharge of Certificate in Finacle. Sometime we receive an error message "verify/cancel is pending for this registration number and CIFID" at the time of Bulk Discharge.

Then we try to Vrify or Cancel for this registration Number. Now We also get the second error "There is nothing to verify or cancel". This situation is very painful.

DOP Finacle will not generate Interest for Unverified Accounts

• When a SCSS account is modified it should be verified immediately otherwise the system will not generate the quarter interest for those unverified accounts in DOP Finacle.
• The procedure to find the unverified SCSS accounts after modification can be traced by using the menu HAFI.

Latest LATE Instruction on Verification of Sanchay Post Data for CBS

Postal directorate has issued important instructions regarding verifications of Sanchay Post Data before and after migration to CBS on 10.03.2016 vide letter No. 25-06/2012-FS-CBS (Pt-1).

But, when the circular reaches at targeted bottom level, 90% offices would be in CBS platform.  Then there would be no importance for this circular.  Even if it has included some already issued instructions, at this point of time, this circular is too late.  Read the content of circular below.

Kindly recollect the discussions held on above subject and examples cited by DDG (FS) during the last VC chaired by Secretary (Posts) on 18.2.16. This office has issued various instructions /guidelines on the above subject from time to time.   Since we are now fast approaching completion of migration of all the Post Offices, the competent authority has decided to issue following guidelines for taking immediate action:

1.   Reconciliation Report (Summary and Detailed) is invariably provided to the Post Office concerned by DMCC Chennai, at the time of migration to CBS. The Circle/Region/Division  should  analyse the summary Reconciliation Report with the last back up taken by the Post Office from  Sanchay Post, by forming  special team to find out discrepancy, if any,   in the migrated data (on CBS) and the data being used by the Post Office before migration. Some of the Circles I Regions I Divisions are already doing this exercise and keeping soft copy of data (of all post offices migrated) with them. This needs to be done for each post office migrated and serious discrepancy should be reported immediately for necessary correction.  In no case, incorrect data should be allowed to be migrated to Finacle (CBS) and then left undetected.

One office opened the Loan account and disbursement the Loan amount(LARDD). Due to slowness of server, the Loan amount disbursed twice.

8 Mistakes which you should never do in DOP Finacle

1) Never close the browser window without logging out.

Never close the browser without logging out, Nor we should use the browser back button or the refresh button. It seems silly but if we close the browser or use the browser back button or refresh the page, our work will be halted for at least 15-30 minutes. We will tell you why it happens. Whenever you login into finacle a SESSION is created at the server. The session will be alive as long as you are doing transactions in finacle. When you logout of the system the session will be closed at the server. Server will allow you to login only when the previous session which was created while your previous login is closed. If you close the browser without properly logging out, the session will not be closed at server. Since session is not closed at server, it will not allow you login again. This is a security measure. If one person is already logged in, then other person cannot login with same user id and password. It’s a great feature from finacle unfortunately the most cursed feature. Sometimes session automatically logs us out. This is another security feature. Finacle will automatically log you out after 15 minutes of inactivity. So don't leave the screen unattended, at least move the mouse once on the finacle screen. That's enough. Now, don't say that yours is a single handed SO and only one system is available how can I all things at once. If you want to go home early follow these simple tips.

NEW DELHI: Facing huge criticism, FinanceMinister Arun Jaitley today announced in Parliament that the government is withdrawing its Budget proposal to tax Employees' Provident Fund or EPF withdrawals. Congress Vice President Rahul Gandhi has said the rollback is the result of his efforts.

1.            "I felt middle-class people were being hurt by the government, so I decided to put some pressure on the government...my pressure did work," Mr Gandhi said today.
