New Minimum Wage Rejected – unions firm on Strike Plan – The unions have since September last year been pushing for 12 major demands include raising the minimum wage.

Trade unions have refused to call off a huge strike on Friday despite the government agreeing to some of their demands including raising the minimum wage of a large swathe of labour.
Finance Minister Arun Jaitley yesterday afternoon said the minimum wage for semi-skilled non-agricultural workers will be increased from Rs. 246 to Rs. 350. States can choose to improve that, but cannot offer less.
However, union leaders said states like Delhi and Karnataka already offer more than that. “The announcement on daily wages means only status quo,” said Tapan Sen of CITU or the Centre of Indian Trade Unions. “No major demand has been accepted, there is no question of calling off the strike,” he said.

The first meeting of the said committee with the National Council(JCM) Staff Side was held today, i.e. 30th August, 2016, which remained almost introductory. Apart from the Official Side members, Shri M. Raghaviah, Shri M.S. Raja and I myself(from the Staff Side JCM) attended the said meeting.

7th Pay Commission: No indication of percentile increase in HRA, transport allowances ahead of meeting between Committee of Secretaries and NJCA


According to sources, the committee examining the suggestions of the 7th Pay Commission on allowances, is unlikely to make changes of percentage in house rent allowance (HRA).
The committee, headed by Finance Secretary Ashok Lavasa to examine the suggestions of the 7th Pay Commission on allowances, is working to make the new allowances structure keeping in mind the inflation. According to sources, the committee examining the suggestions of the 7th Pay Commission on allowances, is unlikely to make changes of percentage in house rent allowance (HRA). The committee will consider the high cost of housing rent in cities and charges of medical and other facilities before submitting its report on suggestions of the 7th Pay Commission on allowances structure.

Labour Minister meets Modi ahead of strike


As the central trade unions refuse to call off the nationwide one-day strike planned for Friday, Labour Minister Bandaru Dattatreya met Prime Minister Narendra Modi on Monday to apprise him of the situation and discuss the measures the government is considering to resolve the unrest.
Among various proposals, the government is planning to provide social security benefits to 95 lakh anganwadi workers, revising the minimum wage for the organised and unorganised workers and considering a hike in the minimum monthly pension to Rs. 2,000 from Rs. 1,000.
The minimum wage advisory board, chaired by the Labour Minister, also met here to discuss the hike in minimum wages for workers.

Govt announces two years' bonus



The government has given 33 lakh central government employees a reason to cheer after FM Arun Jaitley said they will be getting their annual bonus that has been pending for last two years. 

"The bonus entitlement for 2014-15 and 2015-16 will be released on the revised norms for central government employees. This was pending for two years. After this, the bonus will be covered under the 7th Pay Commission," Jaitley said. 

BJP-led NDA government has raised the minimum wage by 42%, a significant revision since 2008 besides deciding to release bonus for central government employees, based on the revised norms.

The CWC of AIPRPA held at Chennai has resolved to organise a nationwide Programme of Action by the Postal & RMS Pensioners to highlight the important issues of Pensioners as well as peculiar major issues of Postal Pensioners before the Central Government. The Charter of Demands and the Programme of Action finalized by the Central Working Committee is as follows:

AIPRPA shall undertake an All India Programme of Action to highlight the basic common issues of Pensioners and important sectional issues of Postal Pensioners viz.,
(a) Grant of Universal pension of minimum 3000/- to all Senior Citizens of India irrespective of the fact that they had worked in private sector or unorganized sectors as being demanded by the Central TUs.
(b) Scrap NPS to all CG Employees recruited from 1.1.2004 and bring them all under Defined Pension Scheme.

  • Complete Debit Freeze to office account 0340. No withdrawal/debit transactions can be done from this office account; wherever posting of accounts closed by BO are to be posted, the repayment account ID should be changed to office account 0339.
  • At the time of closure of any account, if payment is to be made by Postmaster Cheque, then repayment account ID should be entered as 0340 account.
  • Arrears/GPF or any payments to be made to serving employees with the approval of competent authority should be made from the Salary Account 0409 and not from 0340.
  • All other Government Subsidies should be done from the DBT Account 0410.

7th Pay Commission: Would Committee of Secretaries use 2.86 to 3.16 fitment factor to revise minimum salary of Central Govt employees?


New Delhi, Aug 29: The high-powered Committee of Secretaries, constituted by Centre to look into the anomalies regarding the implementation of 7th Pay Commission, has scheduled an important meeting with the National Joint Council of Action (NJCA) on September 1 to note down the grievances of the aggrieved central government employees. The NJCA would be represented in the meeting by its convenor Shiv Gopal Mishra, who is the leading voice among those articulating the cause of employees. Although a range of issues would be discussed in the meeting, the three most prominent issues which employees want NJCA to raise in an uncompromising manner are: hike in Fixed Medical Allowance (FMA), enabling‘Option 1′ for pensioners and revision in the hike of minimum salaries. The employee unions have demanded the government to use 3.68 fitment factor to hike the minimum salary, instead of current 2.57. However, there is a possibility that the Committee of Secretaries could find a middle route by using fitment factor between 2.86 to 3.16.

New Delhi, Aug 28: To discuss the anomalies related to the implementation of 7th Pay Commission, the high-powered Committee of Secretaries formed by Centre has invited leading employee union National Joint Council of Action (NJCA) for a meeting on September 1. NJCA would be represented at the meet by it’s current convenor Shiv Gopal Mishra. Aggrieved Central Government employees pin their final hope in the outcome of the Sept 1 meeting. If the Government constituted body fails to incorporate their demand, a large section of the organized workforce would call a strike. Although, it has not been revealed whether the Committee of Secretaries would attempt to negotiate the demands at the upcoming meet, it has been assured that grievances of the employees, as raised by the Unions, would be noted down in a detailed manner by the Secretaries. Representing NJCA, Shiv Gopal Mishra is expected to show an uncompromising stand on at least the following three demands: 1) Hike in Fixed Medical Allowance (FMA),  2) Revision in the hike of minimum salary, 3) Availability of ‘Option 1′ for pensioners.

Two-wheeler majors, including Hero MotoCorp and Honda, have started offering exclusive discounts and offers to govt employees and pensioners to expand sales. This concessions to the govt employees comes after enhanced pay packages under the 7th Pay Commission comes into effect from January this year.
The country’s largest two-wheeler maker Hero MotoCorp is offeringcash discounts of Rs 1,500 on every product (motorcycles and scooters), irrespective of ticket size. For govt employees residing in Delhi, insurance worth Rs 1,600 is also being offered gratis. “The scheme is available to only government employees and their family,” said a Delhi-based dealer.

The Seventh Pay Commission, recommendations and impact

The government has increased the salaries of the government servants in keeping with the recommendations of the Seventh Pay Commission. There is euphoria in the market. Auto sales, for example, are set to pick up. The government servants are expected to buy more numbers of bigger cars with their increased incomes.

In a bad news for central government employees, the government has reportedly refused to hike the minimum pay of Rs 18,000 as recommended by the 7th Pay Commission and approved by the Union Cabinet.


New Delhi, Aug 23: In a bad news for central government employees, the government has reportedly refused to hike the minimum pay of Rs 18,000 as recommended by the 7th Pay Commission and approved by the Union Cabinet. The central government employees are not going to get more than minimum pay of Rs 18,000 as the public sector workers have also demanded minimum pay of Rs 18,000 which will bring extra burden on government. Finance Ministry sources working on the implementation of the 7th Pay Commission recommendations, has made clear that there is no scope to change in minimum pay Rs 18,000.

7th Pay Commission latest news: Task force set up by Centre to review dominance of IAS in Group A Central Services


The decision to constitute the task force was taken after Justice (Retd) AK Mathur, in the 7th Pay Commission report, pointed the near about monopoly enjoyed by IAS in Group A Central Services.


New Delhi, Aug 24: Acting on the recommendations of the report of 7th Pay Commission, Centre has set up a task force being led by Department of Personnel and Training additional secretary T Jacob. The task force is assigned to review the cadre dominance in Organised Group A Central Services. The task force will compile its report and send it to the central government. It will also suggest measures which need to be incorporated in order to provide an equal opportunity to employees of all cadres of central services to occupy the higher designations, as listed in the Organised Group A Central Services. Government has recommended the T Jacob-led committee to submit their report within three months.

Govt mulls banning cash transactions above Rs 3 lakh

Government is examining SIT’s recommendation of banning cash transactions of over Rs 3 lakh in a bid to clamp down on black money in the economy, CBDT Chairperson Rani Singh Nair said today.



The move follows Supreme Court-appointed Special Investigation Team (SIT) on black money recommending banning cash transactions of Rs 3 lakh and above and restricting cash holding with individuals and industry to Rs 15 lakh to curb illegal wealth in the country.
“These recommendations have come. It (banning cash transactions over Rs 3 lakh) is under examination. SIT recommendations are under consideration,” she told reporters on the sidelines of an Assocham event here.

Corrupt employees suspension can’t continue beyond 90 days

New Delhi: The suspension of government employees accused of corruption cannot continue beyond 90 days, the Centre said today. 



It has asked secretaries of all departments to ensure that chargesheets against such employees are issued within three months time.
It should also be ensured that disciplinary proceedings are initiated as far as practicable in cases where an investigating agency is seized of the matter or criminal proceedings have been launched against such employees, the Department of Personnel and Training (DoPT) said in an order.

Para `3′ of the O.M. stipulates that Officers drawing Grade Pay of Rs.10,000/- & above and those in the HAG+ Scale, who are entitled to the use of official car in terms of Department of Expenditure (DoE) O.M. No. 20(5)/E.II(A)/93 dated 28.01.1994, shall be given the option to avail themselves of the existing facility or to draw the Transport Allowance at the rate of Rs.7,0001- p.m. plus Dearness Allowance thereon.

HRA would have been Revised from this month onwards


7th Pay Commission submitted its Recommendation in November 2016. House Rent Allowance is one of the very important recommendation expected by CG Employees among the most expected recommendations.
A Govt servant is spending one third of his salary for paying House Rent. Considering these expenses of CG Employees those who are living in big cities, Sixth CPC has recommended 10, 20 and 30% of the Basic pay as HRA. Accordingly, HRA has been paid for the past Eight Years and the Federation Demanded to increase this rates in 7th Pay Commission.

BSNL Free Call – Offers free unlimited Landline calls on Sundays


BSNL Free Call – The State owned Landline and mobile service provider offers free unlimited Landline calls on Sundays to improve customer base and  to retain existing customers.

Customers of State-run BSNL will be able to make free unlimited calls on every Sunday.
“BSNL customers will be able to make unlimited free voice calling from a BSNL landline to any network mobile and landline in the country on August 15, and thereafter every Sunday,” Telecom Minister Manoj Sinha said in a statement.
At present, it offers unlimited night calling on any network in the country between 9 pm to 7 am as complimentary service for all its customers.
BSNL commands around 57 per cent market share with 14.35 million customers.

The outgo on account of salary arrears and payments for August for Central government employees has been pegged at Rs. 34,600 crore by ratings agency India Ratings.
The 7th Central Pay Commission (CPC) recommendations implemented by the Central government will entail a payment of Rs. 34,600 crore towards salary arrears for seven months and August wages to employees, according to a ratings agency.
The hike in the salary component as recommended by the 7th Central Pay Commission(CPC) was accepted with retrospective effect from January 1, 2016.
