Central government employees will be richer in the coming months with the government planning to spend Rs 1.02 lakh crore on its employees.

The Empowered Committee of Secretaries on the 7th Pay Commission will make revision in the pay scales of the central government employees.

Although 48 lakh strong workforce and 52 lakh pensioner of central government come under the purview of 7th pay commission but the government doesn’t hesitate to give pay in hike to its employees.
The Empowered Committee of Secretaries will be making revision in the pay scale on June 11 on the inputs Implementation cell.

Therefore…I want to tell my countrymen that this week our Cabinet will raise the retirement age for doctors to 65, instead of 60 or 62 in some states”, Prime Minister Narendra Modi said on Thursday at a political rally in Uttar Pradesh.

One Billion Users and Counting, WhatsApp Extends its Lead



WhatsApp has been the world’s most popular messaging app for quite some time. Now, according to a research carried out by SimilarWeb, a Britain based digital market intelligence company, WhatsApp has more than one billion active users in the world. The study also revealed that, out of the 187 countries surveyed, WhatsApp was the leader in almost 109 countries including India, Brazil, Mexico, Russia, and many more. Well, that is about 55.6 percent of the world.


Facebook Messenger came in at second while Viber claimed third in the list of the world’s most popular instant messaging apps. Messenger was more popular than WhatsApp in about 49 countries which include the likes of Canada, Australia and the US. On the other hand, Viber has high popularity in Eastern European countries like Belarus, Moldova and Ukraine. In Ukraine, the app was installed in more than 60 percent of all Android devices, as of April 2016.

Procedure to solve transaction verification error - E4221 - Not authorized to verify part tran 1 in DOP Finalce

  • When we try to verify the transaction in the supervisor login most often we will face the error  "E4221 - Not authorized to verify part tran 1 ".
  • The detailed procedure to solve this error is mentioned below.

Scenario in which the said error Occurs ?

  •   When both the entered user and verified user are same the said error will occur i..e, for example if a user say X entered the transaction then if the same user X tried to verify then the system will throw the error "E4221 - Not authorized to verify part tran 1 ".

Central government employees can expect to get some good news trickling in from government sources towards the end of June.
As per reports, the Finance Ministry is likely to table the 7th Pay Commission report to the Cabinet for approval in the last week of June.
The 7th pay panel headed by AK Mathur had recommended the minimum salary for central government employees at Rs 18,000 and maximum salary at Rs 2,50,000. As employees protested against the wage hikecalling it the “lowest ever” raise, the government set up the Empowered Committee of Secretaries group to review the AK Mathur-panel’s recommendations.

In case Agent Portal is not working or any MPKBY Agent give in writing that she is not knowing operation of Internet or Finacle is slow or not working, following procedure may be followed for accepting agent schedules in MS EXCEL:-


  • Macro enabled excel sheet (format attached) has to be shared with the Agents. 
  • For Cash Deposits, RD_Cash_Txn sheet is to be used, for deposit through POSB Cheque, RD_DC_Txn sheet is to be used and for deposit through other Bank Cheque, RD_NDC_Txn file sheet is to be used by agents.

Clarification Regarding Pension / Salary Credit In DOP Finacle


As per Directorate orders Menu for Pension / Salary upload and also SOL change Menu is Disabled for System Admin users and it is enabled for H.O Postmaster ID only. Hence, kindly clarify that whether single file is to be uploaded for all SOLs Pension & salary under H.O SOL ID and also clarify the accounting procedure for pension & salary upload, since the uploaded total amount will be in H.O LOT only as SOL Change Menu is disabled for all users.

Procedure for reversal of transaction using HCRT menu in DOP Finacle

  • Previously for excess deposits there was no procedure in DOP Finacle we use to make an error entry and do the correction according to the procedure.
  • Actually we have a special menu for reversal of any type of transaction in DOP Finacle which is HCRT.
  • HCRT stands for Create and Update Reversal Transaction.

Scenarios in which we can use HCRT menu

     This menu can be used in the following scenario
  • When an erroneously excess deposit  made accounts i..e, recently due to server problem when we post the RD bulk lists system credited twice in some of the accounts. For those accounts to reverse the excess deposit we have to use this menu.

  • First invoke the menu HACLI and view the ledger for the account which has excess deposit and note the transaction id, transaction date for reversal procedure as shown in the figure

  • During migration from Sanchaypost to Finacle application for some accounts in SB/RD/PPF schemes there might be missing credits due to user mistake.
  • The process of handling to solve the missing for the schemes SB/RD/PPF schemes are mentioned in step by step manner in the below procedure.

  • First thing is verify the missing credit properly and make sure there is genuine missing credit then only proceed for the below steps.
  • Make an error and then report the matter to Divisional Head, after approval only proceed for balance correction.
  • The credit entries are to be made in the corresponding accounts with correct value date. 
  • After cross verification of SBCO supervisor there is a special  menu for SBCO supervisor  for interst correction i..e, HIARM in which we can give IR correction.

Urinating in open and spitting on the government office premises will now attract a penalty as the Centre has issued a new Standard Operating Procedures (SOP) for Swachh Bharat Mission to ensure a clean, hygienic and healthy work environment.
Also, littering and non-collection of construction and demolition waste by the contractor will also attract the penalty.
These SOPs have been shared with all central government ministries recently asking them to follow the new procedures to ensure complete sanitation in office premises, senior government officials said.

Change of Role of SBCO in the backdrop of implementation of CBS


The competent authority has reviewed the Annexure attached to the SB Order No.14/2015 and decided to replace point 5.1 of the Annexure from the date of receipt of this order. Content of point 5.1 shall be as under:- 

5.1 Examination of scheme-wise consolidation received from HO and SOs, Checking of entries in LOTs viewed from Finacle MIS server and checking the daily/ progressive totals in the Cash Book. 

5.1.1 SBCO PA 
  • The designated Postal Assistant SBCO will receive Scheme-wise sealed and stitched Voucher Bundles with Consolidation placed at the top from Sub Account PA. He will generate fresh consolidation of each scheme from Finacle production server (HFINRPT) and compare the print out received from SOs with the system generated consolidation. Both the consolidations should be tallied with SO Daily Account and SO Summary. Bundle of HO will be received from APM(SB) of HO Counter and amount shown in the consolidation should also be tallied with the fresh consolidation generated from Finacle production server (HFINRPT) and HO Summary If there is any discrepancy in both consolidations or with SO Daily Account/Summary and the same is not supported by copy of error book or special report, it should immediately report to Incharge SBCO. All Voucher Bundles of each scheme will be handed over to Incharge SBCO. 

RD Deposits should not be refused and be accepted even if Portal/ Finacle is not working : Directorate


When Finacle is slow or down and Post office is not able to accept all the agent schedules either prepared through Agent Portal or through BCP Excel Sheet in HAGTXP, Counter PA with the permission of Postmaster/APM/DPM/SPM in writing in the ERROR BOOK, can accept all agent schedules/Excel Sheets and accept cash/POSB Cheques/Other Bank Cheques and give receipt to agent prepared manually. Cash of those schedules which cannot be accepted in HAGTXP can be kept out of account and these schedules can be posted in HAGTXP by putting Value Date as the date of acceptance of cash/POSB Cheque and Cheque Clearing date (in case of other Bank Cheque) so that depositors or agent is not forced to pay penalty. However, Counter PA(s)/SPM should maintain a register and enter Agent ID/E Banking Reference No./Date of preparation of schedule by agent/Total Amount/Value Date entered by Counter PA and Supervisor will sign against each entry in the register"

NewDelhi: The Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary P K Sinha processing the report of the Seventh Central Pay Commission is expected to meet on June 11 to finally wrap up its report on the remuneration of government employees.

It is reported that the secretaries panel will finally hear out all the stakeholders, including the Central ministries and Departments, and finalise its report, which will be handed over to the government on June 30.

Sources added that even the Prime Minister's Office is keen on a favourable pay hike for the central government employees, so the panel is likely to recommend a minimum salary at Rs 24,000 and the highest salary at Rs 2,70,000.

India Post Goes High-Tech, Geo-Tags Post Offices On Bhuvan


As emails and SMSes become the order of the day, the good-old Postal Department is going hi-tech by geo-tagging the post offices and has begun monitoring timely clearance of the letter boxes through a mobile app.
In collaboration with the Department of Space, India Post has geo-tagged over 1.5 lakh post offices on the indigenous geo-portal Bhuvan, developed by ISRO, to help people search the nearest post office and know about services and timings.
India Post has over 1.55 lakh post offices of which more than 1.39 lakh are in the rural areas. An official in Communications and IT Ministry said that the remaining post offices would also be geo-tagged soon on Bhuvan, a Hindi word for 'universe'.

Postmaster travels 300 miles to deliver passport on time

A dedicated postmaster embarked on a 300-mile journey to hand-deliver a passport on time.
David Shepherd, 26, of Stratton, Cornwall, drove 50 miles and took four trains after realising he had forgotten to get it in the post.
The passport had to get to customer Hugh Munro in Rye, Sussex, by 09:00 BST the following day so that his planned visit to Amsterdam could go ahead.
Mr Shepherd said his instinct was to "keep the customer happy".

Latest Standard Operating Procedure of Atal Pension Yojana (APY) through Identified Post Offices


1. General

Any individual or existing Swavalamban Yojana subscriber who has completed 18 Years of age and is below 40 Years of Age on the day of applying can open APY account in any authorized CBS Post Office. The contribution for APY will be debited every month (if opted for monthly) or the first month of a quarter (if opted for Qtrly.) or first month of the Half Year (if opted for Half Yearly) from the subscriber Savings Account based on the Standing Instruction provided by the subscriber in APY Subscriber Registration Form. Under the APY, the subscribers would receive the fixed pension from Rs. 1000 to Rs. 5000 per month (Rs. 1000, 2000, 3000, 4000 and 5000), at the age of 60 years, depending on their contributions. The contributions would vary as per the age of the subscriber on the day of joining APY and the pension amount opted by the subscriber. In addition, Government co-contribution (50% of the total contribution or Rs. 1,000/- per annum, whichever is lower) will be made available for 5 years, i.e., from the Financial year 2015-16 to 2019-20 for the subscribers who join the scheme up to 31st March, 2016 and who are not covered by any Statutory Social Security Schemes and are not Income Tax payers. GDS employees who are members of SDBS are not eligible for APY enrollment under Swalamban Yojana. However, these GDS employees if eligible as per age criteria, can enroll as APY subscribers in addition to the membership of SDBS under normal enrollment but shall not be eligible for Government Contribution. Similarly, Departmental employees who are subscribers of NPS and eligible for APY as per age criteria can also enroll for APY but shall not be eligible for any Government contribution.

1.1 At Post Office Level, following activities are to be undertaken:
